COLONIE -- Colonie property owners will see a slight drop in their property taxes next year under the proposed 2012 budget.
Supervisor Paula Mahan said a sharp rise in total property values is enabling her to present an $82.3 million budget that lowers taxes a little more than 0.5 percent. There will be slight increases in sewer rates and a small drop in water rates.
With all those items considered, the average homeowner will pay an extra $6 a year.
"The 2012 budget is great news for Colonie," Mahan said. "We've again cut the cost of the town budget without cutting services."
The budget is down from $92.7 million this year, an 11 percent drop.
The town gained $31.7 million in assessments from 107 new homes, 35 homes under construction and additional commercial buildings such as the Fresh Market.
"When that increases due to development of residential homes and commercial (properties), that is a benefit to our taxpayers," Mahan said. "There is an awful lot of development in town that affected the rates."
Mahan's Republican opponent, Denise Sheehan , said she was skeptical. When Mahan was last up for election two years ago, Sheehan said, she similarly proposed no tax hike and said she cut the deficit only to have it rise afterward.
"Obviously I'll be dissecting this. I think there is a little bit of deja vu here," Sheehan said after the budget was made public at a 5 p.m. Town Board meeting Friday. "We have to be really careful of these claims being substantiated."
Under the proposed budget, the tax rate per $1,000 will drop from $3.03 per $1,000 of assessed valuation to $3.01. For an average home assessed at $150,000, that will be a $3 annual decrease.
For the past three years, the town has been required to pay $6.5 million to reimburse the highway fund. Mahan said her predecessor, Mary Brizzell , had improperly used highway funds for the general fund, and the state comptroller ordered that money repaid.
