Detroit — The state's insurance industry has raised enough money to continue funding an initiative that fights arson-for-profit in Wayne County, officials say.
The one-of-a-kind initiative in the nation targets the specific type of arson by funding an assistant prosecutor in Wayne County to handle the cases. The insurance industry comes up with the money for the work.
"The Michigan Arson Prevention Committee continues to raise funds to support this initiative and is very proud of its success," said Patricia Parr-Armelagos, a member of the committee. "The results could not have been accomplished without the extensive collaboration between the Wayne County Prosecutor's Office, law enforcement and fire officials."
There were 6,550 arson and suspicious fires in Wayne County in 2010, according to Wayne County Prosecutor Kym Worthy's office. In 2009, there were 6,515. More than a half of all of the state's arson and suspicious fires occur in Wayne County.
The effort got off to a rocky start with the committee unable to raise the initial $2 million targeted for the program, which was launched about a year ago. Officials raised $235,000 to date.
Only one case made it through sentencing and the defendant was given probation.
Giovanni Naccarato, 44, of Dearborn Heights, pleaded as charged to four counts of arson of dwelling, arson of insured property in a fire set in 2007 at 1505 Lafayette in Lincoln Park. Although sentencing guidelines call for four to six years in prison, Naccarato was given probation by Wayne County Circuit Judge Margie Braxton. Worthy and her staff are appealing.
Assistant Wayne County Prosecutor Louisa Papalas, who handled the Naccarato arson case and arson-for-profit cases, has six other cases at various stages in court and 15 more cases being prepared to go to court.
