CO Darrin Kittelson (International Falls) worked opening waterfowl hunting on Black Bay of Rainy Lake and Rat Root River; hunters were overall pleased with the number of ducks seen. Enforcement action was taken for failure to obtain HIP certification, minors in possession of alcohol, and unattended fire. Other enforcement work involved invasive species checks of waterfowl hunters and fisherman, monitored sturgeon tournament on Rainy River, and handled several nuisance animal complaints.
CO Dan Starr (Tower) had a busy week with bear issues, fishing pressure, grouse hunters, and duck opener. Generally poor grouse success was found, with mostly adult birds in the bag. The young grouse appear to be very small, indicating a late hatch. Opening day for duck season was good, but dropped off dramatically on day two, with only geese in the bag. CO Starr observed a large walleye that was caught by a novice angler; it ended up tipping the scale at over 12 pounds. Enforcement action was taken for loaded gun in a vehicle, leaving duck decoys out overnight, unsigned duck stamp, and unregistered OHM. A reminder to waterfowl hunters using small boats and canoes, to dump your water out or use a large sponge to get the water out of your boats. Transporting this swamp water to the next lake or river is illegal.
CO Don Bozovsky (Hibbing) worked the ongoing small game, early goose and archery deer seasons, the waterfowl opener and checked duck hunting boats for aquatic plant transport. Hunters should take extra care to remove plants from trailers, boats and the easy to overlook decoy lines. About half of the duck hunters checked had at least a couple of ducks in the bag. Enforcement action was taken on no small game license in possession, no personal floatation device, and no state park vehicle permit.
CO Matt Frericks (Virginia) spent time checking grouse hunters. Hunters are reporting seeing more and more birds as the amount of foliage decreases but few are being taken. An investigation regarding a non-resident purchasing resident licenses is being looked into with CO Starr. Duck hunters were checked during opening weekend. Reports of hunters leaving decoys on the lake overnight are being investigated. CO Frericks did not speak with a single hunter who did not report seeing and shooting at a few ducks, hitting them is another story. While checking duck hunters, CO Frericks observed a boat moving slowly across the lake. The CO soon realized the boater was angling. When CO Frericks pulled up to the boat he immediately noticed a stringer holding four northern pike. The angler said he was just about to let one go. The angler was issued a citation for the over-limit of northern pike.
The driver was suspended, no Minnesota driver's license, no insurance, and vehicle unregistered. He checked duck hunters and a few ducks were taken. Officer Fredin watched a group of duck hunters shoot water filled pop bottles and take pot shots at
