Milton City Council approved an ordinance Tuesday that will allow the city to issue tickets to owners of prescription dogs that bite or injure people in public.
The board held up a second and third reading on the new ordinance, it sets up immediately. The order is based on a state law that prohibits people from owning dogs that hurt others.
It means that the city can now issue a ticket order for the owner of a dog that bites or injures a person or another animal while itâ € ™ s outside the owner € ™ s property, Milton leader Police Layber Dan said.

There is no excuse for having a dog untrained and unsocialized, and then taking the dog in public. However, all dogs have the ability to bite. Fortunately, most dog bites do not cause serious injury. The sad part is that laws like this being passed, when someone asks, "Can I pet your dog?" The answer is always going to be "Sorry, but no."
Look, the money fine can not "go to the victim." A fine is a violation of municipal law.Compensation to the victim is a separate issue for which a judge may order restitution, which is a completely separate class of legal punishment. Finally, the victim will be able to sue the dog owner civilly, regardless of any fine (and yes, the defendant would pay the legal costs in the case of a victory, even if most of the cases are settled without trial).
My argument was that the fine is not a proactive approach to prevent people from doing much, but more a way to make money. "Money" being the key word. Dog bites are not something that someone did carelessly, so its purely accidental on humans (the owners) party.People like to have with their pets do the fine money will prevent them from owning them. And the police are capitalizing on this relationship and know they can earn money if something goes wrong .. no lessons will come from the fine .... which is subject to fines. Maybe we should though the police if they are still injured in the line of duty and can not work? That's about how this is stupid.
