However, it could also include those left with “minor disfigurement” from burns or scarring.

It would mean a homeowner who has their nose broken by a burglar or suffers burns in an attack would not be paid out.

However, any injuries suffered as a result of a sexual attack or domestic abuse will remain eligible no matter how minor.

The proposals will see victims who suffer more serious offences seeing a cut in their awards.

It includes someone suffering minor brain injuries having their award slashed from £8,200 to £6,200.

Those suffering the most serious injuries will not see any changes in the awards scheme.

The bar on criminals claiming comes after figures showed around 20,000 offenders have received more than £75 million from the scheme in the last ten years.

Soham murderer Ian Huntley is trying to claim £15,000 from CICA as a result of injuries sustained in prison from having his throat slit.

Kenneth Clarke, the Justice Secretary, said: “Compensation should be focused on those with serious injuries.

"In order to offer that protection, and fund the scheme sustainably, we propose to reduce or remove awards for those with less grave injuries.

"Injuries such as sprained ankles, broken toes or bruised ribs, from which people tend to recover fairly quickly, will no longer be covered at all.

"And, in a further step, those who have committed crimes against others and have unspent criminal convictions will, in most cases, no longer be eligible to seek taxpayer compensation when others commit crimes against them.
