Master Builders NSW executive director Brian Seidler welcomed the changes but said much more needed to be done to help an industry "to its knees."
"The building is at all time lows," he said. "Anything that can stimulate the residential building sector is important.
"These laws ... are only part of the path. There are laws much more, including taxes and land costs that are fundamental."
