"Inadequate ferry capacity, weak infrastructure, strained power supply and limited resources mean that the island is not ready or able to support an influx of vacationers. Negative experiences will jeopardize loyal visitor relationships and endanger the future economy of Hatteras Island and potentially, the entire Outer Banks. Only when ingress and egress on to the island, reliable power and resources are available should visitors be allowed," states the letter to the Dare County Board of Commissioners. Since announcing on Sept. 13 the re-opening of the villages of Hatteras, Buxton, Frisco and Avon to visitors on Sept. 15, many with lodging reservations have been unable to reserve space on the ferries which run from Cedar Island and Swanquarter to Ocracoke Island -- currently the only access route for visitors due to the closure of NC 12 from Bonner Bridge to Rodanthe from road damage including an inlet that North Carolina Department of Transportation is now attempting to bridge with a temporary structure. From Ocracoke Island, those traveling to Hatteras Island must board a second ferry to take them to the island. Outten said that because the Sept. 13 decision to open to visitors affected only Dare County and not any of the municipalities, Control Group Chairman Mike Johnson had the authority to make the decision. Dare County Board of Commissioners Warren Judge and Commissioner Allen Burrus, a Hatteras resident, proposed the plan and Johnson, also a commissioner, signed off on it, said Outten. After the decision was made, the remaining county commissioners were notified, said Outten. On Friday, Sept. 16, the Sentinel called the office of Dare County spokesperson Dorothy Toolan. The call connected to a phone conference which included Commissioners Judge, Burrus, Johnson and County Manager Outten.
