‘‘He was cordial enough, but we didn’t get a huge, happy reception when we met with him,’’ said Toni Genzale, a cofounder of Malden Crime Watch, a group that formed during a crime wave last year. ‘‘He basically said, ‘Neighborhood crime watches are a good thing, but I’ve seen them come and go.’ He wasn’t that interested.’’ Howard has been known to pop into District 7, a firefighter-themed restaurant that opened a year ago on Pleasant Street. ‘‘He likes our salmon,’’ said Tom Walsh, 32, who owns the restaurant with two partners, including his father, Thomas, Malden’s deputy fire chief. ‘‘I think he’s brought downtown Malden in the right direction.’’ But crime and tight budgets are constant challenges. Howard sparred with public employee unions over health insurance benefits. He shuttered McFadden Manor, the city’s beloved but money-draining nursing home. The City Council turned down his plan to knock down City Hall and move employees to a wing of the high school so that a private developer could build graduate-student housing and medical offices downtown.  ‘‘It was a lost opportunity,’’ Howard said of the scuttled plan. ‘‘But we moved on. ... I’d like to see Malden Square have more of a Davis Square [in Somerville] feel. ... You’re not going to get major retailers to build space, but it can be a place where niche retailers can succeed.’’ Several high-profile shootings — including one in which Malden police shot a suspect dead in 2009 — outraged residents, but the city responded swiftly, Howard said. Twenty surveillance cameras have been placed in hot spots for crime. Police cruisers have computers to run license plates to check who is entering and leaving the city, he said, and violent crime has subsided this year.
