JOPLIN, Mo. — Costs to the city of Joplin for the May 22 tornado, including damage to city property, are estimated at $24 million. But it appears that all costs eventually will be paid by insurance, and by reimbursements from the state and federal governments, according to a report to be presented to the Joplin City Council on Tuesday. Leslie Jones, the city’s finance director, said the totals could change as repairs and replacement of damaged or destroyed property are completed, but tabulations so far project that the city actually could come out $130,000 to the good after the Federal Emergency Management Agency, the State Emergency Management Agency and the city’s insurance pay for everything they cover. The proposal is that a four-unit modular building be placed in the northwest corner of the airport industrial park for agencies to locate offices. Funding of $181,100 for the modular unit would come from the United Way of Southwest Missouri and Southeast Kansas’ United for Joplin Recovery Fund, and the fiscal agent for the project will be the Joplin Family YMCA. A public hearing is scheduled on a request by Empire District Electric Co. for a permanent special-use permit to enlarge an electric substation on 26th Street between Pearl and Moffet avenues. The company has purchased land that had belonged to St. Mary’s Catholic Church as the site for a larger substation than one formerly located there that was destroyed by the tornado. The council also will consider an ordinance that would name fields at the Joplin Athletic Complex after local late sports figures. Four softball fields would be named the Gene Bassman Softball Complex, and the baseball field would be named Wendell Redden Stadium. Bassman fostered and managed local softball leagues for many years, and Redden was an award-winning sports editor at The Joplin Globe as a well as co-founder of the Joplin Sports Authority.
